ESSMA Member Steve Frosdick of IWI Associates was commissioned by ESSMA Member John Newsham of Blackburn Rovers football club to give an independent professional opinion on the proposed crowd management arrangements for away fans at the club's Ewood Park stadium for the 2009/10 season. The opinion addressed the police objections to the club's proposals and comprised a detailed risk assessment together with different recommended segregation arrangements for very high, high, medium and low risk matches. The risk assessment and recommendations were fully accepted by the club, the police and the Safety Advisory Group. Steve was subsequently commissioned by John to undertake a full safety and security audit for the club, which is being completed during November 2009.
